A permanent residence permit (hereinafter — the permit) is a document that identifies a foreign national or stateless person and confirms their right to permanent residence in Ukraine. The permit is produced in the form of a card containing a contactless electronic medium.

Who Is Eligible for a Permanent Residence Permit

The permit is issued to foreign nationals or stateless persons who hold an immigration permit for Ukraine.

The permit is also issued to foreign nationals or stateless persons who are lawfully present on the territory of Ukraine and who:

  • have reached the age of 16 — upon personal submission of an application form;
  • are under 16 years of age, or have been declared partially or fully incapacitated — upon submission of an application form by a parent (adoptive parent) with whom the person resides based on an immigration permit, or by a guardian or custodian.

Required Documents for the Permit

To obtain a permanent residence permit, a foreign national or stateless person must submit:

  • an application form generated using the Unified State Demographic Register system;
  • a valid passport document of the foreign national (or passport documents in the case of multiple citizenship), or a document identifying a stateless person, with a type D visa, unless otherwise provided by law or international treaties of Ukraine;
  • a document identifying the legal representative and confirming their authority, if documents are submitted by a legal representative;
  • a Ukrainian-language translation of the personal data page of the passport or identification document, certified in the manner prescribed by law;
  • a copy of the decision granting an immigration permit;
  • a document confirming payment of the administrative fee, or a document confirming exemption from such payment;
  • a document confirming registration with the State Register of Individuals — Taxpayers, with the individual tax number (if available).

Processing Time

The permit is issued for a term of 10 years. The permit is issued within 15 business days of the date documents are accepted from the foreign national or stateless person.
